Hong Kong Folicy Directives.

With reference to the first paragraph of your minute of 23rd May I attach copies of the 9th paragraph of the "Financial Policy" draft for prior consideration. This was taken from the corresponding Malayan Directive and I regret that its full implications were not realised earlier. It has been pointed out to me that this whole question is under the active consideration of Mr. Paskin's FELO (Far Eastern Locally Engaged Officers) Committee and that, as drafted, the paragraph might be held to give preferential treatment to clerks and others who remained in Hong Kong as against those who made good their escape to Free China.

I suggest that this paragraph should be referred to the Committee in question.
